What are these strange red spots under the foreskin of my ?

I'm a bit worried about the weird red spots under the foreskin of my . They seemingly appeared out of nowhere and are rather sensitive to touch. Sometimes, they are no longer visible nor do they hurt but, other times, they reappear and hurt again. What is my problem?
